gsub mbH was founded in 1991 with the purpose of implementing labour market policies on behalf of the State of Berlin.

In the years since, gsub mbH has developed into a general public-sector service centre and now operates within the following fields:

- Employment and labour market policy
- Education policy
- Economic policy
- Child and youth policy
- Integration policy

Our clients include:

- Bundesagentur für Arbeit (Federal Labour Agency)
- The JobCenters


Since 2007, gsub’s overall operations have been divided among three separate entities:

  • gsub mbH (parent company)
  • gsub-Projektegesellschaft mbH (first subsidiary)
  • gsub-Starterjobs GmbH (second subsidiary)

gsub mbH is an independent private enterprise operating in the national interest and a trustee of both the federal government and the State of Berlin. The main focuses of gsub mbH’s work are the management of public funds and provision of consultancy services on behalf of public-sector clients.


gsub-Projektegesellschaft mbH is a non-profit organisation and official recipient of appropriations. It develops and realises innovative projects to implement both new and tried-and-tested ideas in the fields of economic, employment and labour market policy. Of key importance to its efforts are partnerships with local bodies and municipal governments and the support of SMEs.
gsub-Projektegesellschaft mbH is also active at international level, for example in the EU and OECD. In 2007 it co-initiated Metropolis.Net, a European network of local development partnerships in metropolitan areas with partners from nine different countries.


gsub-Starterjobs GmbH organises and coordinates labour affairs, such as publicly subsidized measures - temporary work in public services and institutions for long-term unemployed (following section 16, paragraph 3, 2nd sentence of the Social Security Code II) on behalf of the Berlin borough councils, charities and church organisations. It focuses particularly on the integration/reintegration of individuals who face particular disadvantages in the job market.
